Requires the Commissioner of Education to authorize the development of standards for STEM education, including determining what grade level STEM should be introduced before higher education and establishing acceptable STEM curriculum requirements

Mandates creation of an evaluative rubric to assess both student and teacher progress in STEM fields based on qualitative and quantitative performance assessments

Directs the development of a training curriculum for teachers engaged in STEM fields to prepare them for implementing STEM curriculum in their classrooms

Requires the STEM training curriculum to be made available to all teachers responsible for science and math courses in primary and secondary schools, with all teachers given the opportunity to train under the new standards

Takes effect immediately upon passage
