Requires state and local law enforcement officers to identify themselves by providing their full name, rank, and command at the start of any law enforcement activity including traffic stops, pedestrian stops, frisks, searches, and noncustodial questioning

Mandates officers provide the specific reason for the law enforcement activity to the subject(s) involved

Requires officers to give subjects a business card at the conclusion of encounters that do not result in arrest or summons, including officer information and a phone number for submitting comments or complaints

Exempts undercover officers from identification requirements when doing so would compromise public or officer safety or jeopardize an ongoing investigation

Takes effect 90 days after becoming law
