Restructures the State Board of Parole to consist of exactly 19 members, with appointing authority distributed among five officials: 9 appointed by the governor, 3 by the Senate temporary president, 3 by the Assembly speaker, 2 by the Senate minority leader, and 2 by the Assembly minority leader

Removes the current requirement that all board members be appointed by the governor with Senate consent

Abolishes the existing State Board of Parole as of January 1, 2027, with the newly constituted board required to be fully operational by that date

Maintains the six-year term of office for board members and existing procedures for filling vacancies and temporary appointments during member disability

Takes effect immediately upon passage, with the new appointment structure applying to appointments made on and after January 1, 2026
