Mandates that within three years, half of each charter school's board must be parents or guardians of enrolled students, elected directly by parents and guardians

Requires charter school applications in New York City to specify the community school district location and obtain approval from the local board of education or community education council before submission

Expands transparency requirements including mandatory posting of charters and disciplinary policies on websites, 72-hour advance notice of board meetings, public access to contracts with charter management organizations, and creation of a state ombudsperson for parent complaints
