Requires the Commissioner of Education to establish a social and emotional learning (SEL) pilot program, with every school district in the state participating by implementing the program in at least one school within 12 months of the act's effective date

Programs must be administered through contracts with community-based organizations using SEL curricula that have been successfully tested in New York rural and urban schools, are listed in the U.S. Department of Education's What Works Clearinghouse, and have high ratings from organizations including the Collaborative for Academic, Social, and Emotional Learning

Curriculum must cover prekindergarten through 12th grade, include a volunteerism component, and can be integrated into existing subject lesson plans or taught as standalone lessons

Department of Education must evaluate the pilot program and submit a final report to the governor and legislature by July 15, 2029

Act expires and is automatically repealed on August 1, 2029
