Requires forfeiture of campaign finance accounts when an officeholder resigns after being indicted or charged with a crime, is convicted of a disqualifying felony, or resigns due to ethics complaints filed with the Legislative Ethics Commission

Mandates transfer of all campaign funds to the New York State Comptroller within 10 days of resignation or forfeiture of office

Imposes a $1,000 per day civil penalty on campaign treasurers and former officeholders who fail to comply with the transfer deadline

Directs the Comptroller to return forfeited campaign funds to original donors in reverse chronological order (last donor first) until funds are exhausted

Allows unclaimed funds that cannot be returned to identified donors to be applied toward the Comptroller's administrative costs for managing the forfeited funds account
