Requires monthly firearms and defensive tactics training, quarterly scenario-based trainings, and annual CPR/AED training, with officers who demonstrate racial bias preventing deployment in communities of color being disqualified from hiring

Expands use of force policies to require reasonable force, mandatory reporting to supervisors, duty to intervene when safe, immediate medical aid including tourniquets and QuikClot for gunshot victims, and accountability for using sound tactics like time, distance, and cover

Establishes a statewide data collection system in conjunction with the Division of State Police to track all officer-involved deadly force encounters, with reporting to the FBI's national use-of-force database

Creates regional or county-based peer support services programs through the Office of Mental Health for all police officers, providing counseling for PTSD, critical incident stress, substance abuse, domestic violence, and family support, with unfettered access to mental health checks
