Prohibits law enforcement and government agencies from using drones to gather evidence of criminal conduct without a valid search warrant, except in exigent circumstances involving imminent danger to life

Bans any person, entity, or state agency from using drones to surveil individuals inside their homes, places of worship, or other locations where privacy is expected

Permits drone use by law enforcement with a warrant, for border patrol, to counter credible terrorist threats, and for enforcing animal cruelty laws (Article 220 of penal law)

Establishes violations as a class B misdemeanor, elevated to a class C felony if committed during another felony, and makes evidence obtained illegally inadmissible in court

Allows aggrieved parties to file civil actions against law enforcement agencies to prevent or remedy violations of these drone restrictions
