Expands mentorship programs for minority and women-owned business enterprises (MWBEs) to include situations where MWBEs have direct contractual relationships (privity of contract) with subcontractors or contractors on state contracts

Requires state agencies that awarded more than $10 million in service and construction contracts in the prior fiscal year to develop mentor-protégé programs fostering relationships between state agencies, mentor firms, and small/MWBE businesses

Adds state agencies as potential mentors alongside approved mentor firms to enhance MWBE capabilities and improve their success in obtaining state contracts and subcontracts

Directs the Metropolitan Transportation Authority's small business mentoring program to establish mentoring relationships with MWBEs that have privity of contract with subcontractors or contractors on authority public works contracts

Takes effect immediately, with certain provisions set to expire or be repealed alongside existing articles of law they amend
