Establishes that approved tuition reimbursement for unilateral private school placements in NYC automatically continues in future years at the same percentage until the Committee on Special Education determines the child's needs can be met elsewhere

Designates the privately-placed school as the "pendency placement" if parents challenge any revised placement recommendation by the school district
