Proposes a constitutional amendment to Article 13 establishing that public office is a public trust and requiring all branches of state government and political subdivisions to adopt codes of ethics

Mandates creation of separate, independent ethics commissions to administer each code of ethics, with commissioners selected to ensure impartiality

Requires codes of ethics to address gifts, confidential information, use of position, government contracts, post-employment restrictions, financial disclosure, conflicts of interest, and lobbyist registration

Compels all elected officers and candidates for elective office to make public financial disclosures, including sources and amounts of income, business ownership, real property holdings, debts, and persons represented before government agencies

Requires the amendment to be referred to the next legislative session following a general election and published for 3 months prior to voter consideration, per constitutional amendment procedures
