Requires local school board approval for new charter school applications and prohibits approval of charters that would increase racial isolation; charter enrollment expansions above 5% of district enrollment require district or voter approval via referendum

Mandates charter schools enroll comparable percentages of students on free lunch, students with disabilities, and English language learners as the surrounding district, with failure to comply for two consecutive years subject to charter revocation

Requires the state to reimburse school districts for the local share of charter school tuition payments beginning in the 2025-2026 school year, with the local share calculated by deducting per-pupil foundation aid from the charter tuition payment

Subjects charter school employees to existing collective bargaining agreements of the local school district and deems them members of district retirement systems; also applies public ethics, transparency, and prevailing wage requirements to charter schools
