Establishes a statewide grant program called the "First Responder Peer Support Program" to fund peer-to-peer mental health programs for first responders

Covers firefighters, police officers, probation/parole officers, court officers, park rangers, 9-1-1 and 9-8-8 operators, emergency dispatchers, EMS personnel, coroners, and medical examiners

Requires training in trauma effects, signs and symptoms, coping mechanisms, suicide prevention, addiction and recovery, and mental health literacy for peer support volunteers

Protects confidentiality of first responders seeking support by prohibiting grant recipients from maintaining identifying records or reporting personal information to employers or the commissioner

Requires annual reports from grant recipients and an aggregate annual report to the governor and legislature by November 1, 2026, and annually thereafter
