Amends Labor Law Section 215-a to add a new subdivision addressing promotion denials based on quota failures

Employers who deny promotions solely because an employee failed to meet an established ticket quota would be deemed to have penalized that employee's employment

Provides employment protections specifically for police officers who do not meet traffic ticket quotas set by their departments

Takes effect immediately upon enactment

Amendment would survive any future expiration or reversion of the underlying labor law section
