Requires the Department of State, in consultation with the Office for the Prevention of Domestic Violence and Division of Human Rights, to create a poster about recognizing signs of sexual and domestic violence and available resources including hotlines and victim services

Mandates the poster be available in the top ten non-English languages spoken in New York State based on American Community Survey data

Requires the Department of State to provide posters to appearance enhancement businesses at no cost, with minimum content and design standards for businesses that create their own approved posters

Every licensed appearance enhancement business must display the poster in a conspicuous location accessible to all customers

Takes effect 180 days after becoming law, with immediate authority for agencies to develop implementing regulations
