Creates the Westchester Parkway Commission as an advisory council to the Commissioner of Transportation regarding operation, maintenance, and capital projects for special parkways in Westchester County

Establishes a five-member commission appointed by the governor with senate consent, with members recommended by the senate temporary president, assembly speaker, county executive, and county legislative body chairperson

Requires all commission members to be Westchester County residents, serving four-year terms after initial staggered appointments of one to four years

Grants the commission powers to develop operation and maintenance standards, monitor department activities on parkways, and assess capital needs and project priorities

Mandates at least four meetings per year, with staff services provided by the Department of Transportation and an executive secretary designated by the commissioner
