Mandates health insurance policies providing comprehensive medical coverage to cover all costs for speech therapy for stuttering upon physician referral

Requires coverage for both habilitative and rehabilitative speech therapy treatment, performed by health care professionals licensed under Title 8 of the Education Law

Prohibits insurers from imposing any durational benefit limitations or maximum caps on benefits, services, or visits for stuttering speech therapy

Allows insurers to deny coverage if treatment is already being provided through an individualized family service plan or individualized education plan, but permits coverage for supplemental services outside educational settings

Applies to individual policies, group/blanket policies, and health service corporations; takes effect January 1 following enactment for new or renewed policies
