Grants peace officer status to security officers employed by Highland Hospital when on hospital grounds or premises owned or controlled by the hospital

Allows these officers to exercise peace officer powers beyond hospital property only when requested by local law enforcement to transport arrested individuals when no local officer is available

Limits their powers to specific provisions including making warrantless arrests, using physical force, and detaining individuals with probable cause while awaiting law enforcement arrival

Explicitly prohibits these officers from carrying, possessing, repairing, or disposing of firearms unless they obtain the appropriate license under Penal Law section 400.00

Takes effect immediately upon enactment
