Requires that individuals' communication methods be recognized and supported in schools, community residences, and public institutions

Mandates at least one trained staff member be available in every facility or program to support individuals requiring specialized communication assistance

Guarantees access to speech therapy and communication support from licensed professionals without arbitrary restrictions, and prohibits bans or restrictions on any individual's communication method
