Amends the New York State Constitution to require all elections for judicial officers (except village judicial officers) be held on the Tuesday after the first Monday in November in even-numbered years

Shifts city officer elections, including supervisors and county officers in cities, from odd-numbered years to even-numbered years

Changes terms for county registers, sheriffs, county clerks, and district attorneys from three-year cycles to four-year terms with elections in even-numbered years

Requires vacancies in Supreme Court justice, county court judge, surrogate's court judge, family court judge, and district court judge positions be filled at the next general election in an even-numbered year

Authorizes the legislature to enact laws allowing one-time elections in odd-numbered years for transitional purposes to align officer terms with the new even-year election schedule
