Creates a new Graduate Tuition Assistance Program for students enrolled in post-baccalaureate programs leading to graduate, first professional, or doctoral degrees in STEM fields, education, or licensed healthcare professions

Awards up to $5,665 per year or the cost of tuition (whichever is less), with a minimum award of $1,000

Reduces award amounts on a sliding scale based on income, starting at 7% reduction for income between $7,000-$11,000, up to 12% reduction for income between $18,000-$80,000

Limits eligibility to a maximum of two years of post-baccalaureate studies, and students cannot receive these awards simultaneously with other TAP awards or while enrolled as undergraduates

Takes effect 90 days after becoming law, with immediate authority to establish implementing regulations
