Expands the definition of "public works" to include all fixed works constructed or demolished by any public body or paid for wholly or in part with public funds, including projects financed through bonds, grants, loans, or other state or local government funds

Removes the requirement that public funds must constitute at least 30% of total construction project costs for prevailing wage requirements to apply

Extends prevailing wage requirements to construction projects over $5 million that receive any amount of public funds, rather than only those meeting the previous 30% threshold

Eliminates the exemption for public funds that are subject to repayment, meaning loans and other repayable financing would now trigger prevailing wage requirements

Applies prevailing wage standards under Labor Law sections 220 and 220-b to a broader range of privately contracted construction projects receiving public financial support
