Protects student journalists' free speech and press rights in school-sponsored media, prohibiting prior restraint except for libelous, obscene, privacy-violating, or unlawful content, and shields institutions from liability for student expression

Gives elected student governments control over allocation of student activity fees, with institutions prohibited from blocking allocation decisions that conform to institutional policies
