Authorizes the Commissioner of Labor to issue stop-work orders against employers who violate wage payment laws, minimum wage requirements, or farm worker protections when violations exceed $1,000 in aggregate

Requires employers to be notified within 72 hours of a violation finding and given 72 hours to come into compliance before a stop-work order takes effect at all worksites where violations occurred

Imposes penalties of $1,000 to $5,000 per day for employers who fail to comply with stop-work orders

Requires employers subject to stop-work orders to pay affected employees their regular rate for up to 10 days while the order is in effect

Adds stop-work order authority to the Workers' Compensation Board for employers who knowingly fail to provide workers' compensation coverage, including those with lapsed insurance or prior violations

Creates a rebuttable presumption of unlawful retaliation if an employer takes adverse action against an employee within 90 days of the employee filing a complaint
