Requires the Commissioner of Health to establish nutritional standards for meals, food items, and beverages that restaurants may offer in combination with incentive items (toys, games, trading cards, admission tickets, or digital products) aimed at children

Defines "incentive item" broadly to include physical and digital products with particular appeal to children, as well as coupons, vouchers, codes, or passwords redeemable for such items

Nutritional standards must address calories, sodium, percentage of calories from fat (including different sources), sugars and caloric sweeteners, and fruits, vegetables, and grains

Establishes civil penalties for violations: up to $500 for first offense, up to $1,000 for second offense, and up to $2,500 for third or subsequent offenses

Takes effect 120 days after becoming law
