Amends the Private Housing Finance Law to add service-related disabled veterans as a preference category under the Affordable Home Ownership Development Program

Defines "service related disabled veteran" as someone who served in active military, naval, or air service (or received an expeditionary medal) and was honorably discharged

Requires veterans to have a disability rating of 40% or higher from the VA or Department of Defense, with the disability incurred in the line of duty

Takes effect 30 days after becoming law
