Exempts contractors building new one-family residential construction from scaffolding and safety equipment requirements under Labor Law Section 240

Extends the existing exemption for owners of one and two-family dwellings who contract but do not direct work to include contractors on new single-family home projects

Removes requirements for these contractors to furnish scaffolding, hoists, ladders, ropes, and other protective devices for workers on such projects

Also exempts these contractors from construction and demolition safety requirements under Labor Law Section 241, including excavation regulations

Takes effect 180 days after becoming law, with immediate authorization for agencies to develop implementing regulations
