Amends Article 14, Section 1 of the New York Constitution to authorize construction, operation, and maintenance of Nordic skiing and biathlon trails at the Mount Van Hoevenberg Olympic Sports Complex in the town of North Elba, Essex County

Permits up to 323 acres of trails and appurtenances on 1,039 acres of forest preserve lands to meet international standards for global competitions, training, and events

Requires the state to acquire at least 2,500 acres of forest land for incorporation into the Adirondack Park forest preserve as an offset, with the legislature determining the acquired lands are equal to or greater in value

Submits the proposed constitutional amendment to voters for approval at the 2025 general election
