Redirects unused funding from the Regents Health Care Professional Opportunity Scholarships to the Regents Physician Loan Forgiveness Program instead of to Regents Professional Opportunity Scholarships

Requires the Board of Regents to establish rules giving priority for redistributed funds to physicians who are economically disadvantaged and/or members of underrepresented minority groups

Mandates that loan forgiveness recipients provide service payback in areas designated as having a physician shortage, including but not limited to primary care services

Takes effect immediately but does not extend the termination date of the existing scholarship and loan forgiveness programs established under the 1985 law
