Creates the "New York Land-Home Property Act" establishing procedures for manufactured homes to be legally converted from personal property to real property when affixed to a permanent foundation and connected to utilities

Requires homeowners to file an affidavit of affixation with the county recording officer ($200 fee) and surrender the manufacturer's certificate of origin or certificate of title to the Commissioner of Motor Vehicles

Prohibits the DMV Commissioner from issuing new certificates of title for manufactured homes that have completed the affixation process, and requires maintaining permanent electronic public records of all conversions

Allows manufactured homes converted to real property to be conveyed by deed and encumbered by mortgages like traditional real estate, with security interests attaching in the same manner as land and buildings

Takes effect one year after enactment to allow time for regulatory implementation
