Expands the Consolidated Local Highway Assistance Program (CHIPS) to include funding for bicycle paths, Greenway trails, and other paved trails for non-motorized use, in addition to highways, bridges, and highway-railroad crossings

Requires eligible trails to either be within a highway right of way or connect to (bisect, transect, begin, or terminate at) a non-state highway right of way

Defines "Greenway trail" as trails designated under environmental conservation law or shared-use paths on former railroad rights-of-way, utility corridors, or canal towpaths with minimum 6-foot width and graded surfaces

Applies to infrastructure under county, city, town, or village jurisdiction that is not part of the state highway system

Takes effect 180 days after becoming law
