Limits replacement to the lesser of the amount stolen or two months of the household's monthly allotment, with replacement allowed no more than once per federal fiscal year for SNAP benefits stolen after December 20, 2024

Provides replacement in the form of cash grants, safety net assistance, or emergency assistance equal to the stolen SNAP amount, depending on the recipient's program eligibility

Prohibits districts from requiring police reports or law enforcement interaction for replacement requests unless mandated by federal law

Exempts replacement assistance from recoupment and recovery provisions, unless it is later determined the benefits were not actually stolen through card skimming, cloning, or similar fraud
