Explicitly authorizes surviving spouses, surviving domestic partners, dependent children, and other death benefit recipients to request direct deposit for workers' compensation death benefit payments

Requires the Workers' Compensation Board to promulgate regulations covering direct deposit administration for all death benefit recipients, including allowing payments to be split between multiple accounts

Imposes a 20% penalty per pay period on compensation due, plus an additional $300 flat penalty, if an employer or insurance carrier fails to enroll an eligible person in direct deposit within 25 days of request

Penalties accrue to the benefit of the injured worker or their surviving spouse/dependents and must be paid directly to the eligible person

Allows the Board to excuse employers or insurers from penalties if enrollment failure resulted from circumstances outside their control
