Ritchie, to file a new service retirement application and joint allowance full option election with the New York State and Local Employees' Retirement System on behalf of her deceased husband, who died after filing for retirement but before his selected retirement date

Sets the retroactive retirement date as August 15, 2016, one day prior to Robert C. Ritchie's death

Requires the widow to submit her request to the state comptroller within one year of the act's effective date

Waives any pre-retirement ordinary death benefit rights upon filing the new application, with any death benefits already paid to be deducted from future service retirement benefits

Imposes an estimated one-time cost of approximately $522,000 to the State of New York, payable around March 1, 2026
