Board and monitor must develop a five-year financial plan and academic improvement plan by November 1, 2025, with disagreements submitted to the Commissioner for final decision by January 15, 2026

Monitor has authority to review and recommend amendments to annual budgets, disapprove out-of-state travel, recommend cost-saving measures, and notify the Commissioner of plan violations requiring immediate district compliance

Act expires and is repealed on June 30, 2030
