Directs the Department of Health to establish a "preventative maintenance of wheelchairs program" within one year, developed in consultation with the deputy secretary for human services and mental hygiene and the chief disability officer

Entitles wheelchair owners and lessors to biannual preventative maintenance appointments for both manual and motorized wheelchairs

Requires the Commissioner of Health to promulgate rules for the program, including criteria for enrollment length and certification of authorized repair providers

Mandates the Commissioner of Social Services to establish Medicaid reimbursement and billing procedures for wheelchair repairs that ensure adequate access and account for necessary resources, infrastructure, and staffing

Requires monitoring of new Medicare billing codes for wheelchair repairs and their expeditious incorporation into New York's reimbursement system, including establishing minimum benchmark rates for managed care organizations
