Authorizes the city of Schenectady to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones at any one time to impose monetary liability on vehicle owners for speeding violations

Cameras may operate during school days (school hours plus one hour before and after), and during student activities (plus 30 minutes before and after), with violations only issued when vehicles exceed the posted speed limit by more than 10 miles per hour

Maximum penalty is $50 per violation, plus up to $25 additional penalty for failure to respond to a notice of liability within the prescribed time period

Requires annual calibration checks by independent laboratories, daily operator set-up logs, and mandatory signage warning drivers of photo speed monitoring systems in conformance with MUTCD standards

Program expires December 31, 2030, and the city must submit annual reports to the governor and legislature on crash data, violation statistics, revenue, expenses, and adjudication outcomes
