Requires automatic approval of certified building permit applications within 45 days unless denied, with denials requiring written reasons citing specific legal provisions

Mandates random audits of permit applications and prohibits municipalities from reducing or eliminating building permit staff positions during the program's operation

Wrongful or negligent certification by licensed professionals may constitute professional misconduct with referral to the State Education Department Office of Professions; the act expires 3 years after enactment
