Directs the New York State Energy Research and Development Authority (NYSERDA) to study the feasibility, efficiency, and energy cost savings of independent micro-grids for homes and neighborhoods in cities with populations over 60,000

Requires the study to examine construction costs, operational costs, and feasibility of building micro-grids to power individual homes and neighborhoods

Mandates analysis of how independent micro-grids could reduce stress on existing electrical systems and generate potential cost savings

Requires NYSERDA to submit a report with findings, conclusions, and recommendations to the governor and legislature within seven months of the act's effective date

Authorizes NYSERDA to include legislative proposals necessary to implement any recommendations from the study
