Establishes an 11-member commission under the Office of Information Technology Services to study the European Union's General Data Protection Regulation (GDPR) and New York's current cybersecurity posture

Commission members must have expertise in cybersecurity, telecommunications, internet service delivery, public protection, or computer systems/networks and will serve without compensation

Directs the commission to develop recommendations for protecting critical infrastructure including financial systems, telecommunications networks, electrical grids, transportation systems, and first responder systems

Requires the Office of Information Technology Services to submit a report to the Governor and Legislature within one year, with evaluation assistance from experts in EU cybersecurity, voter fraud, state cybersecurity, cybercrime, and hacking

Mandates that state agencies provide the commission with facilities, resources, and data as reasonably requested to carry out its duties
