Allows all forms of distributed generation energy under New York's Standardized Interconnection Requirements (SIR) to connect to utility distribution systems at the sub-transmission level

Requires generators to meet all other state and federal requirements before connecting at sub-transmission lines

Mandates that the interconnection process for sub-transmission connections follow the same method and procedures as transmission-level interconnections

Overrides any existing law, rule, regulation, policy, or guideline that would otherwise restrict such sub-transmission interconnections

Takes effect immediately upon passage
