Creates a nine-member Distributed Generation for Community Solar Siting Commission to investigate delays in community solar project development and recommend solutions to accelerate siting

Commission members appointed by the governor (3, including one with labor background), senate temporary president (2, including one with solar development background), assembly speaker (2, including one with environmental background), and minority leaders of each chamber (1 each)

Commission duties include evaluating state subsidy levels, reviewing local siting processes, considering expansion of the Office of Renewable Energy Siting to smaller projects, examining utility interconnection processes, and developing model siting laws for localities

Requires public hearings in each regional economic development council region with invited witnesses and opportunities for public comment

Commission must issue a report to the governor and legislature within one year analyzing community solar challenges and recommending policy, legal, and regulatory changes to increase development
