Requires data disaggregation by race, ethnicity, gender, age, disability status, household size, profession, and education level across four defined state regions (New York City, suburban counties, Hudson Valley, and remainder of state)

Compares New York's upstate minimum wage with high-cost states (Washington, California, Hawaii) and New York City/suburban minimum wages with high-cost cities (Seattle, San Francisco, Los Angeles, Washington D.C., Denver)

Establishes a three-person advisory committee with appointees from the Governor, Senate Temporary President, and Assembly Speaker to consult on report methodology
