Creates a new expedited process allowing property owners to request immediate police removal of unauthorized occupants from residential dwellings without going through traditional eviction proceedings

Requires property owners to submit a sworn complaint under penalty of perjury certifying specific conditions: they own the property, occupants are not current/former tenants, occupants are not immediate family members, and no related litigation is pending

Police officers must verify property ownership, serve a notice to immediately vacate, and may stand by while owners change locks and remove occupants' personal belongings from the premises

Provides immunity for police officers and property owners from liability for loss or damage to personal property during removal, unless the removal was wrongful

Establishes civil remedy for wrongful removal, allowing affected persons to recover possession, actual damages, triple the fair market rent as statutory damages, court costs, and attorney fees

Takes effect 90 days after becoming law
