Requires the Public Service Commission to allocate at least 5% of annual Clean Energy Fund expenditures to support behind-the-meter distributed energy projects that can provide uninterrupted power during extended outages (24+ hours)

Mandates the Long Island Power Authority to spend at least $15 million annually on similar clean and resilient energy projects from 2026 through 2030

Defines eligible projects as those generating electricity without greenhouse gases, or meeting efficiency thresholds of 55-70% while reducing nitrogen oxide emissions by at least 50%

Limits eligible project locations to "community continuity assets" (hospitals, supermarkets, data centers, government facilities, large residential buildings, etc.) or within existing or planned microgrids

Requires program modifications within 180 days of enactment, with administration by NYSERDA and annual reporting on program achievements and effectiveness
