Mandates annual school-level self-assessments starting in the 2026-2027 school year, engaging teachers, support staff, parents, and high school student leaders to evaluate compliance with educational resource standards

Requires school boards and the NYC Chancellor to validate assessment findings, audit district resources, and file public reports identifying any resource gaps along with proposed remedies and state aid needs

Obligates school employees to report noncompliance within 60 days of discovery, with school boards required to notify affected parents within 30 days in their primary language and submit findings to the state accountability office

Directs the Education Department to create and distribute a parent-friendly publication detailing students' educational rights in English and nine other common languages, with hard copies provided at enrollment and annually
