Exempts costs incurred by labor organizations for communications with their members from being classified as campaign contributions under New York election law

Excludes internal labor organization communications to members from the definition of independent expenditures, eliminating campaign finance reporting requirements for such communications

Defines "member" of a labor organization to include individuals with voting rights for directors/officers, those designated as members in bylaws who pay dues or can vote on bylaw changes, household members of qualifying members, executive/administrative personnel, and retired members

Updates gendered language in existing election law provisions (replacing "his" with "such individual's")

Takes effect 90 days after becoming law and applies to all election cycles beginning on or after the effective date
