Adds a new section to the Civil Rights Law explicitly abolishing slavery, involuntary servitude, and forced labor in New York State, including for persons convicted of a crime

Prohibits incarcerated individuals in state or local correctional facilities from being compelled or induced to provide labor against their will through force, threats, or adverse action

Defines "adverse action" to include use of institutional rules, regulations, and disciplinary processes that could be used to coerce labor from incarcerated individuals

Officially titled the "No Slavery in New York Act"

Takes effect immediately upon enactment and includes a severability clause to preserve remaining provisions if any part is found invalid
