Allows the town justice of Montour, Schuyler County, to serve without being an elector or resident of the town, creating an exception to standard town law requirements

Requires that any nonresident town justice must still reside within Schuyler County

Explicitly states that all other towns in New York must still have resident town justices unless the state legislature provides otherwise
