Adds U.S. citizenship as a requirement for appointment as an election commissioner in New York State

Amends Election Law Section 3-200 to specify that no person shall be appointed or continue to hold office as election commissioner who is not a U.S. citizen

Maintains existing requirements that election commissioners must be registered voters in their county and enrolled members of the party recommending their appointment

Updates gendered language in the statute from "his" to "such person's"

Takes effect immediately upon passage
